Bigger pictures - all masterplans were delayed
The work of formulation, appraisal and approval of the basic planning task has been completed. Out of a total of 111 master plans prepared in accordance with the Law on Planning, 110/111 master plans have been approved for tasks, of which 41/42 are national-level planning[i], 6/6 regional plans, 63 /63 provincial planning.
Up to now, 07/111 master plans have been decided or approved, including: National land use planning , 04 national sectoral master plans in the field of transport, planning for the Mekong Delta region and planning for Bac Giang province.

Audit PPAs
As reflected by investors, in the document of the Electricity Trading Company (EVN EPTC) issued on June 21st 2022, it was mentioned that this is an activity to implement the direction of the Electricity Regulatory Authority (ERAV) (Ministry of Industry and Trade), requesting Electricity of Vietnam (EVN) to review and terminate the Power Purchase Agreement for projects that violate the provisions of the Electricity Law, the Land Law and other relevant regulations.
Pursuant to the "Commitment to performance" clause in the signed Power Purchase Agreement, EVN EPTC has also compiled a list of requirements for each type of power plant, issues that need to be reviewed and proposed to investors to have a written request. The copy shall be sent back to EVN EPTC before June 30, 2022 to summarize and report to competent state agencies.
Among these 366 requested power plants are 144 solar power plants, 84 wind power plants, 89 hydro power plants, 37 thermal power plants, 10 biomass power plants and 2 solid waste power plants.

DPPA - still long way to go..
Regarding the formulation of the Prime Minister's Decision stipulating the bidding mechanism to buy electricity from wind power and solar power projects (transiting some subjects applying the mechanism in Decision 37/2011/QD- TTg, Decision 39/2018/QD-TTg and Decision 13/2020/QD-TTg) , Government Office has just announced the opinion of Government leaders.
Accordingly, considering the proposal of the Ministry of Industry and Trade in Official Letter No. 1513/TTr-BCT dated March 24, 2022, Deputy Prime Minister Le Van Thanh requested the Ministry of Industry and Trade to comply with the provisions of law.

Australian group proposed to invest about 3 billion for offshore wind power project in Hai Phong
On June 23, leaders of Hai Phong city had a meeting with the delegation of the Australian Embassy and representatives from Corio Generation of Macquarie Group (Australia). Accordingly, a representative from Corio Generation proposed to TP. Hai Phong research and implementation of offshore wind power plant project in Hai Phong.
Before the meeting with Hai Phong leaders, Corio Generation signed a cooperation agreement for joint development with Fecon in a 500MV offshore wind power project in Ba Ria - Vung Tau province on June 22.

A new dawn for nuclear energy?
Nuclear energy can help make the energy sector's journey away from unabated fossil fuels faster and more secure. Amid today’s global energy crisis, reducing reliance on imported fossil fuels has become the top energy security priority. No less important is the climate crisis: reaching net zero emissions of greenhouse gases by mid-century requires a rapid and complete decarbonisation of electricity generation and heat production. Nuclear energy, with its 413 gigawatts (GW) of capacity operating in 32 countries, contributes to both goals by avoiding 1.5 gigatonnes (Gt) of global emissions and 180 billion cubic metres (bcm) of global gas demand a year. While wind and solar PV are expected to lead the push to replace fossil fuels, they need to be complemented by dispatchable resources. As today’s second largest source of low emissions power after hydropower, and with its dispatchability and growth potential, nuclear – in countries where it is accepted – can help ensure secure, diverse low emissions electricity systems.
