The Government Office has just issued Document 206/TB-VPCP announcing the conclusion of Deputy Prime Minister Le Van Thanh at the working session on the supplemental report, clarifying a number of contents of the Power Plan VIII according to Official Letter. 3787/BCT-DL dated 4/7/2022 of the Ministry of Industry and Trade.
Specifically, on July 15, 2022, the Deputy Prime Minister had a meeting with a number of relevant units (the Ministry of Industry and Trade and the consulting agency for the formulation of Power Planning VIII), after listening to reports and opinions. participating, the Deputy Prime Minister made the following conclusions:
1/ The coal and gas power projects already included in the Power Plan VII (adjusted) so far not included in the draft Power Master Plan VIII (according to the requirements of implementing commitments at COP26), MOIT need to ensure their legality ?
2/ Considering and reintroducing the Draft Power Plan VIII of 2,428.42 MW of solar power capacity already in the Power Plan VII (adjusted), the Ministry of Industry and Trade is also required to divide into project groups: ( i) Construction investment has been completed; (ii) Land has been granted and equipment procurement contracts signed; (iii) There is an investment policy and land allocation; (iv) There is an investment policy, but the land allocation procedure has not yet been implemented.
Regarding this content, the Government requires: It is necessary to determine the preliminary costs and damage of each group of projects mentioned above if they do not continue to deploy; clearly analyze the suitability and non-conformity of each project according to the provisions of law.
3/ In the draft Power Plan VIII, the LNG import capacity by 2030 is about 14-18 billion m3 and the total planned power capacity by 2030 is 146,000 MW. However, according to the goal of Resolution No. 55-NQ/TW, it states that “the import capacity of liquefied natural gas (LNG) is about 8 billion m3 in 2030 and 15 billion m3 in 2045”, “total capacity of the the power source by 2030 will reach about 125,000 - 130,000 MW”.
Therefore, the Ministry of Industry and Trade needs to have a view on the above content, should it be reported or consulted by the Politburo?
All of the above contents, the Deputy Prime Minister requested the Ministry of Industry and Trade to urgently supplement, clarify and report to the Prime Minister before July 21, 2022.
