In the letter sent to Deputy Prime Minister Trinh Dinh Dung, Minister of Industry and Trade Tran Tuan Anh and Minister of Government Office Mai Tien Dung on March 18, Prime Minister Nguyen Xuan Phuc has mentioning that the National Power Plan to 2030 with a vision to 2045 (Power Plan VIII) is a very important plan, which should have been completed and submitted to the Prime Minister in October 2020 but has been delayed.
The Government then also issued a resolution assigning the Ministry of Industry and Trade to submit in January 2021. This work has also been assigned to Deputy Prime Minister Trinh Dinh Dung to direct this task in the Government Standing Committee.
However, up to now, Power Planning VIII has not been completed, difficult to promulgate in this term of the Government, greatly affecting the development of the industry. It is known that the Prime Minister has sent many letters to members of the Government, most recently on April 15, 2020 and June 3, 2020.

On April 26, at the Government Headquarters, Deputy Prime Minister Le Van Thanh chaired a meeting of the Council to appraise the National Power Development Plan for the period 2021-2030, with a vision to 2045 (NPDP VIII), an especially important national planning in the national sector planning system.
The draft NPDP VIII was submitted to the Prime Minister by the Ministry of Industry and Trade for the first time on March 26, 2021. After thorough analysis and evaluation, it has been shown that there are a number of shortcomings in terms of the scale of power source development, the structure of power sources, and the unreasonable regional balance, leading to the requirement for very large investment in the transmission grid, inter-regional as well as a number of problems related to mechanisms, policies and solutions to management and implementation, …
After that, the Government and Prime Minister focused on directing the completion of the NPDP VIII to overcome the remaining shortcomings as well as follow up with Vietnam’s commitments at the COP26 Conference in order to “reach the level net emissions of “zero” by 2050″.
2023
On April 23, the Office of Government (OOG) issued a written notice of the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on finalizing the PDP8 took place on April 21.
The Deputy Prime Minister also requested, it is necessary to clarify the data of solar power planning in the form of rooftops, self-consumption or in the form of direct power purchase and sale, NOT to LEGALIZE projects that violate the law or development of projects lack synchronization between load sources, transmission infrastructure and are not economically efficient.
The Ministry of Industry and Trade was requested to urgently complete PDP8 and report to the Government Standing Committee before April 25.
