The North has enough electricity, is there still a rotating power cut?
The water level of the hydroelectric reservoirs was raised, a number of thermal power plants were repaired, and the electricity supply to the North was ensured. However, because there is no backup capacity, the power may still be cut off in the future.
The above information has just been released by the Electricity of Vietnam (EVN). According to EVN, in recent days, the water level of hydroelectric reservoirs has increased, some thermal power plants having problems have been overcome, thus, the situation of electricity supply has been improved. From June 23, the Northern electricity system will basically meet the demand.

Na Duong II Thermal Power Plant Project: The bright door for the EPC package
After 2 times of invitation for bids but not yet found a contractor, TKV Electricity Corporation is continuing to announce the 3rd international bid invitation with Package No. 28: EPC Bidding Package - Main Plant under Thermal Power Plant Project Na Duong II.
Specifically, at the first international bid invitation (issued bidding documents from January 6 to April 8, 2020, then extended twice), the Investor selected the International Joint Venture of Dongfang Electric Corporation - Bach Dang Construction Corporation JSC - Dongfang Turbine Co., Ltd - Dongfang Electric Machinery Co., Ltd implements the Bidding Package. However, after that, the Investor must cancel the decision approving the contractor selection result to re-organize the bidding because the winning Joint Venture fails to take measures to secure the contract performance, accepts to have the contract revoked.
At the 2nd international bid invitation (issued bidding documents in April and May 2022) - right at the time when the Covid-19 epidemic was complicated, the prices of raw materials, fuels, including coal for power production increased high, so no contractors attended.
Japanese investor MOECO at Lot B O Mon project expresses disappointment when the high-risk project continues to drag on and cannot sign the contract Final Investment Decision (FID) and award the EPCI1 package before June 30, 2023.
The problem occurred when there was recently a decision to transfer from EVN to PVN as the investor to implement O Mon 3 and 4 gas power plants.
On June 21, 2023, PVN worked with MOECO and could not come up with agreement even though the expected deadline is very urgent, making the Japanese partner feel very unsatisfied about the problems that PVN offers include:
1. PVN has not yet been able to commit to gas consumption for O Mon 3 and 4 power plants according to the Gas Purchase Agreement (GSPA) prior to start-up because it has not been officially assigned to the investor of this project (from EVN).
2. PVN wants to propose to renegotiate the GSPA and has many proposals to change the power purchasing partner, partly because PVN has not been officially assigned as a Investor, so it has not yet signed the GSPA.
With the issues raised from MOECO, the ability to register FID before June 30 is very difficult because PVN needs to have an official decision as the Project Investor and will need to review a lot of contract and terms before officially signing with MOECO.
